Heat and stir to dissolve the cocoa. Add the sugar, and stir to dissolve. Boil for 3 minutes over medium heat. Add the salt and the vanilla. Let cool. Pour into a sterile glass jar, and store in the refrigerator. Keeps for several months. Add garlic, salt, sugar and tomato sauce and simmer for 10 minutes. In a small bowl blend cream cheese, sour cream and onion powder. Boil noodles, undercooking a minute or two; drain. In a 9X13 inch baking dish layer noodles, the cream cheese mixture and the tomato-meat sauce. Repeat layers. Sprinkle cheddar cheese on top.&lt;br /&gt;&lt;br /&gt;To freeze: cover with foil, label and freeze.&lt;br /&gt;&lt;br /&gt;To serve: transfer to fridge the night before.
